October 23, 2007 -- The brother of a New Jersey man who died when a fishing boat capsized after hitting a tugboat's tow line said yesterday that the tug flashed its lights but never sounded warnings from its horn.
The crew decided to proceed because they didn't hear those warning blasts, said Orlando Chacon, the brother of victim Robert Chacon, 46, of Saddle Brook, N.J.
'The guys on the [fishing] boat saw the tugboat flashing light but never heard a sound,'Orlando Chacon told The Post. Click read more below for the story
