An all hands fire on a tugboat attached to a pier near 3075 Richmond Terrace shortly after 1:30 p.m. in the Mariners Harbor section of Staten Island was quickly brought under control, according to radio transmissions. There was no damage to the pier and no injuries were reported, according to FDNY radio transmissions. That area of the Kill van Kull is called 'Shooters Reach,'because historic Shooters Island lies just offshore to the north. The Coast Guard is responding to the incident because oil from the vessel leaked into the water, according to radio transmissions.
