Inter Bay Circle Marine was issued three NOVs and fined $8,000. The fines relate to an incident in which a barge ran aground in Agana last month. Inter Bay Circle Marine has 45 days to comply with the NOVs or potentially face further sanctions.

A man whose body was recovered Saturday from a tugboat that sank in the Mississippi River near Norco earlier in the week has been identified as the boat's captain, Steven Boudreaux, 35, of 635 Lakelawn Drive, Houma.
